Dear Sir,

I am directed to acknowledge the receipt of your letter No. 40053 of the 24th November, enclosing a copy of a note from the American Ambassador, notifying the appointment of Commissioners by the U.S. Government to the International Opium Commission.

2. Lord Crewe observed that the American Commissioners had some doubt as to whether Mr. Hamilton Wright, the gentleman regarded as the first American Commissioner, was properly accredited.
